Sen. Hontiveros criticizes Duterte’s declaration of ‘state of lawlessness’

MANILA - Senator Risa Hontiveros slammed President Rodrigo Duterte’s declaration of a ‘state of lawlessness’ following the Davao City blast on Friday night, leaving 14 people dead and 71 injured.

Based on the statement of President Duterte, the state of lawlessness is not the same as Martial Law, but he will be commanding the Armed Forces of the Philippines, military and the Philippine National Police.

In line with this, Senator Hontiveros said that this is not possible, in any legal basis, for the President to head the AFP and PNP.

The rookie Senator insisted that the ‘calling out power’ of a President in the Constitution has its limitation.

Senator Hontiveros added that the ‘calling out power’ of President Duterte does not equate to giving additional powers to the military and police.
