MANILA - In a weather advisory issued by PAG-ASA at 5 P.M. today, the eye of Typhoon "HELEN" was located based on all available data at 415 km East Northeast of Basco, Batanes (21.5ºN, 125.8ºE) with maximum sustained winds of up to 150 kph near the center and gustiness of up to 185 kph. It is forecast to move West Northwest at 20 kph.

Forecast: Stormy weather will be experienced over Batanes Group of islands. Rains with gusty winds is expected over Northern Cagayan including Babuyan group of islands. Cloudy skies with light to moderate rains and thunderstorms will be experienced over MIMAROPA, Bicol Region, Western Visayas, Zamboanga Peninsula and the provinces of Batangas, Quezon and rest of Cagayan.  Partly cloudy to cloudy skies with isolated rainshowers or thunderstorms will prevail over the rest of the country.

Moderate to strong winds blowing from the Northwest to Southwest will prevail over Luzon and Visayas. The coastal waters along these areas will be moderate to rough. Elsewhere, winds will be light to moderate coming from the south to southwest with slight to moderate seas.
