DBM: Gov't employees to receive 14th month pay

Government employees will receive a 14th month pay on May 15, the Department of Budget and Management (DBM) said Friday. This is a mid-year bonus equivalent to a month's basic salary, in line with Executive Order (EO) No. 201 signed by President Benigno S.C Aquino III in February. A Budget Circular issued by Budget Secretary Florencio "Butch" Abad on Thursday, specified the employees who would get their 14th month pay next month.

All government employees ( civilian and military) will be given additional bonuses. Covered by Budget Circular No. 2016-3 are all positions for civilian personnel, whether regular, casual, or contractual in nature, appointive or elective, full-time or part-time. "Eight in every 10 civilian personnel will receive their mid-year bonus in full, or tax-free under Republic Act 10653, which provides that gross benefits such as the 13th month pay and other benefits not exceeding P82,000 shall be tax exempt," Abad said in a separate statement Friday.

“These means the majority of civilian personnel will take home their mid-year bonus in full. They are the 970,943 civilian employees belonging to Salary Grades 1 to 16,” he added. Also included are military personnel of the Armed Forces of the Philippines under the Department of National Defense and uniformed personnel of the Philippine National Police, Philippine Public Safety College, Bureau of Fire Protection, and Bureau of Jail Management and Penology of the Department of Interior and Local Government. Uniformed personnel of the Philippine Coast Guard and National Mapping and Resource Information Authority will also receive additional bonuses.

The DBM said an employee must have rendered at least a total or an aggregate of four months of service from July 1, 2015 to May 15, 2016 to get a bonus. They must also have obtained at least a satisfactory performance rating in the immediately preceding period, and must still be in active service as of May 15. However, employees of government-owned and -controlled companies are not covered by the circular as they are classified under the Compensation and Position Classification System under E.O. 203 which the President signed last month.

"The amounts required for the grant of FY 2016 Mid-Year Bonus to personnel of National Government Agencies (NGAs) shall be charged against the Miscellaneous Personnel Benefits Fund," the circular read.

"The DBM shall issue the corresponding Notice of Cash Allocation to cover the Mid-Year Bonus of agency personnel to be given not earlier than May 15 of the current year, subject to the provisions of National Budget Circular No. 561 dated January 4, 2016 on the release of funds," it added. – Jon Viktor Cabuenas/VDS, GMA News

Our Daily Bread: Fantastic Offers

Fantastic Offers

READ:  1 Peter 1:3-9
[God's] abundant mercy has begotten us again to a living hope through the resurrection of Jesus. - 1 Peter 1:3

I am amazed at the unbelievable offers that flood my e-mail box every day. Recently, I added up offers of free money that came to me in a week, and my "take" totaled $26 million. But each of those offers was a fraud. Every - one from a $1 million prize to $7 million offer - was nothing but a lie sent by unscrupulous people to squeeze money from me.

We're all vulnerable to fantastic offers - to scams that in reality pay off with nothing but trouble. We are offered false hope that ends in dash dreams.

There is one offer, however, that is genuine, though fantastic beyond belief. It's the offer God makes to us - salvation through faith in Jesus' finished work on the cross: "Believe on the Lord Jesus Christ, and you will be saved" (Acts 16:31). It is an offer that cost Him greatly - and we get the benefits. The book of Roman tells us, "He was delivered over to death for our sins and was raised to life for our justification" (4:25 NIV).

By saying yes to salvation, we can have hope (Titus 1:2), peace (Rom. 5:1), forgiveness (Eph. 1:7), incomparable riches(2:7), and redemption (4:30). This is the real deal. Jesus' death and resurrection guarantees it.

Amazing love! How can it be
That Thou, my God, shouldst die for me?

Our Daily Bread: Overcoming Bad News

Overcoming Bad News
David McCasland

READ:  Psalm 4
Lord, lift up the light of Your countenance upon us. -  Psalm 4:6

There are many who say, "who will show us any good?" (Ps. 4:6).  These words of David seem to describe the pessimistic we so easily develop in our world today. The front page of newspapers and the top stories on the internet or television seem to focus on crime, accidents, politics, the economy and the prominent people behaving badly. Our conversations at work and home begin to dwell on difficulties, and its enough to discourage anyone. Where can we turn for better news?

In the midst of his troubles, David turned to the Lord, who relieved his distress (v.1) and heard his prayer (v.3). Instead of hoping for temporary good from altered circumstances, he found unceasing discouragement in God. "Lord, lift up the light of your countenance upon us" (v.6). The result was a gladness of heart that surpassed any earthly prosperity or success (v.7).

Throughout David's life, before and after he became king of Israel, he was never without opposition. But at the end of the day, he could say, "I will both lie down in peace, and sleep; for You alone, O Lord, make me dwell in safety" (v.8).

Pondering the truths in Psalm 4 about God's care for us is a good way to begin and end every day.

  In His care confiding
I will sweetly sleep,
For the Lord my Savior
Will in safety keep. Psalter

Sky-rocketing ads and campaign expenses of PH politicians vying for National posts spotted by PCIJ

By FLOREEN SIMON and MALOU MANGAHAS, PCIJ

Manila, Philippines - Even with just part of their campaign spending captured by Nielsen Media's monitoring of their political ads from Feb. 9 to the end of March, at least two presidential and two senatorial candidates have already breached half of the cap set by the Commission on Elections (Comelec).

Interestingly, too, many candidates for national posts apparently went on a campaign-spending frenzy immediately before the Comelec meter began ticking, resulting in nearly P800 million worth of ad placements within a mere eight days.

By all indications, the unbridled spending spree on political ads alone by the national candidates is turning the next fortnight's balloting into the costliest yet in Philippine electoral history.

That comes up to an average of P54 million in ad spend every day, or P2.25 million in ad spend every hour, by the candidates to national posts, in the first 50 days of the 90-day campaign period. The daily ad spend of these candidates could yield 52.94 centavos in daily cash bonanza for every Filipino, if distributed among the nation's population of 102 million.

Comelec records show that as of last Jan. 7, the country has a total of 54,363,844 registered voters. This means that for the May 9 polls, the campaign-spending limit for presidential and vice presidential aspirants is P543,638,440 per candidate;  P271,819,220 for independent senatorial candidates, political parties, and party-list organizations;  and P163,091,532 for senatorial candidates fielded by political parties.

PCIJ has subscribed to Nielsen Media’s monitoring reports on campaign spending. Nielsen’s latest report covered the first 50 days of the official campaign and is based on the published rate cards for TV, radio, print, and outdoor ad placements.

Daily average: P54M

The "air war" typically accounts for up to 80 percent of the bill that national candidates must cover. But campaign spending also includes multiple collaterals for the "ground war," such as the production of the candidates' ad materials; the conduct of public rallies; campaign t-shirts and giveaways; communication, transportation, and meals for sorties; rental and equipment for campaign headquarters; printing of sample ballots; and compensation for counsel, media agents, campaign staff, and poll watchers.

Yet even with just the ad placements monitored by Nielsen, the candidates running for president, vice president, and the Senate, along with their political parties, had already spent some P2.7 billion from Feb. 9 to Mar. 31, 2016 alone.

That comes up to an average of P54 million in ad spend every day, or P2.25 million in ad spend every hour, by the candidates to national posts, in the first 50 days of the 90-day campaign period. The daily ad spend of these candidates could yield P502,441 in daily cash bonanza for every Filipino, if distributed among the nation's population of 102 million.

Yet that’s not the only ad spending that has been happening. Last month, PCIJ reported that according to Nielsen Media's monitoring, most of the same candidates had spent about P6.7 billion in pre-campaign ads that featured them as “advertiser” or “product” in about 105,00 ad spots on TV, radio, and print media, from March 2015 to Jan. 31, 2016. Adding the P800 million in additional ad spend from last Feb. 1 to 8, the pre-campaign ad spend by these candidates amount to P7.5 billion in all.

Altogether, ad placements by national candidates in the upcoming elections, as captured by Nielsen, have now reached P10.2 billion in value.

Campaign finance laws allow the candidates to secure discounts on the published rate cards of media agencies according to this schedule: 30 percent for TV ads, 20 percent for radio ads, and 10 percent for print ads.

But the poor and slow submission to Comelec by most media agencies of their advertising contracts with the candidates prevent as yet any comparison of Nielsen's rate card values with the net cost that the candidates had paid for their ads.  The law requires media agencies to submit to the poll body advertising contracts, media purchase orders, booking orders, and receipts within five days after their signing.

In the May 2010 elections, the discounted ad spending of the top candidates for president, vice president, and party-list groups all together amounted to P4.3 billion, throughout the entire 90-day campaign period.

In the May 2013 midterm elections, the 33 candidates for senator as a group reported to the Comelec advertising expenses, by contract cost, of only P2.05 billion, throughout the entire 90-day campaign period.

More than half

This time around, the Nielsen report data reveal, among other things, Vice President Jejomar ‘Jojo’ Binay of the United Nationalist Alliance (UNA) as the current frontrunner among the presidentiables in terms of his campaign-ad placements beginning Feb. 9, the value of which had reached nearly P345 million by end-March.
Senator Grace Poe (Independent), who placed campaign ads worth a total of P331.4 million during the same period, came in second.
By the end of last month, thus, both Binay and Poe had managed to breach half the official spending limit for presidential bets based on Nielsen data alone, with Binay at 63.44 percent and Poe at 60.97 percent.

By comparison, former Interior and Local Government Secretary Manuel ‘Mar’ Roxas II of the Liberal Party (LP), incurred P157.8 million on ad placements from Feb. 9 to Mar. 31, apart from the P54.3 million in tandem ads for him and his running mate, Camarines Sur 3rd District Rep. Maria Leonor ‘Leni’ Robredo, paid for by the LP. Roxas's personal ad spend is P200 million less than what Poe forked out. The amount made Roxas the third biggest spender on campaign-ad placements among the presidentiables, but had him spending only 36.81 percent of the allowed sum.

Robredo, though, is now first among the vice presidential candidates in terms of ad-placement expenditures. From Feb. 9 to Mar. 31, Robredo had a total ad-placement bill of P237.2 million, including tandem ads with Roxas that were paid for by LP. Robredo’s ad bill is equivalent to 43.63 percent of the allowed amount.

UNA did not spend a centavo on tandem ads for Binay and his running mate Gregorio ‘Gringo’ Honasan II in the first 50 days of the campaign period. In contrast, Roxas and Robredo were boosted by the LP's spending of P54.3 million more on ads that featured President Benigno S. Aquino III endorsing their tandem.

Poe’s political partner Francis ‘Chiz’ Escudero, meanwhile, spent about P1 million less than Robredo or P236.2 million. Escudero is the No. 2 highest spender among the vice presidentiables.  Running a far third in terms of ad-placement spending is Senator Alan Peter Cayetano, who nevertheless spent a substantial P172.4 million.

Cayetano's presidential candidate, Davao City Mayor Rodrigo Duterte of PDP-Laban, logged a total ad spend of P110.36 million during the period. The duo's respective advertising bills include 50 percent of the cost of the ads that featured them in tandem, which Cayetano and an unidentified party paid for.

Then there are the ads featuring yet another candidate for president, Senator Miriam Defensor-Santiago, which cost the People’s Reform Party P59.14 million. Recorded by Nielsen as having aired from Feb. 9 to Mar. 31, the ads do not have Defensor's name as payor.

Senate bets

Among the senatorial candidates, former Metro Manila Development Authority (MMDA) Chairman Francis Tolentino is first place in terms of ad-placement spend from Feb. 9 to Mar. 31. But because he is running as an independent, his ad bill of P135 million is still under 50 percent of the allowed amount.

At least three other candidates for senator, however, have already breached the cap’s halfway point: Senator Franklin Drilon of the LP (almost P94 million, 57.01 percent) and Valenzuela Rep. Sherwin ‘Win’ Gatchalian of the Nationalist People’s Coalition (P84.4 million, 51.76 percent), and former Senator Richard Gordon (P83.4 million, 51.75 percent).

His ad placements were paid for by Bagumbayan Volunteers for a New Philippines. Gordon is also a guest candidate of the Poe-Escudero tandem.

Close to the halfway mark as well are Senator Ralph Recto and former Senator Francis Pangilinan, both from LP. Recto with P77.4 million in ad placements is now at 47.44 percent of the cap and Pangilinan with P75 million is at 45.98 percent. Catching up is Leyte 1st District Rep. Martin Romualdez, whose ad placements of P72.4 million — including those paid by Lakas CMD party – have him at 44.39 percent of the limit.

Last big binge

Romualdez, however, seems to have indulged in a last-minute binge in the week immediately before the start of the official campaign spending period. For sure, he was not the only candidate to do so. But Romualdez seems to have outdone nearly everyone, including those running for the country’s top two posts.

From Feb. 1-8, Romualdez placed TV, radio, print, and outdoor ads to the tune of P120.7 million – even more than presidential candidate Binay, who wound up with an ad-placement bill of P115.7 million during the same period. Romualdez’s pre-campaign spree is also double that of Poe’s P58 million and nearly triple of Duterte’s P37.5 million. Indeed, Romualdez was bested only by another presidential contender, Roxas, who spent P136.3 million in those eight days in February.

Other senatoriables who spent considerable sums between Feb. 1 and 8 include Recto and former Technical Education and Skills Development Authority (TESDA) chief Joel Villanueva. Recto and Villanueva -- who is also part of the administration’s senatorial lineup -- each spent some P47 million to place ads during that period, or an average of close to P6 million per day.

There are also senatorial candidates like former Senator Panfilo Lacson and Gatchalian who right before the official campaign period began spent less than Recto and Villanueva, but more than all those vying for the vice-presidential seat.

Lacson, who is a guest on the LP senatorial slate,  spent some P36 million and Gatchalian, P34.6 million.  Contrast those against Robredo, the top spender among the vice-presidential candidates, who chalked up a total of P29.67 million in ad-placement buys during February’s first eight days, or against Cayetano, who ran up a total of P14 million.

The rest of the candidates for vice president also placed ads during the same period, but with more modest totals. Escudero’s ad placements from Feb. 1 to 8, for instance, had a sum of P2.65 million while those of Honasan (tandem ads with Binay) was at P2.37 million. Ferdinand Marcos Jr.  had P611,000 worth of ad placements and Senator Antonio Trillanes IV, another independent candidate, had P400,000. (Marcos, like fellow vice presidential wannabe Cayetano, is a member of the Nacionalista Party.)

LP bets beat meter

At least seven senatorial candidates also beat Escudero, Honasan, Marcos, and Trillanes in ad-placement spending right before the limits on campaign spending came in effect. From Feb. 1 to 8, former Energy Secretary Jericho Petilla placed ads that had him footing a bill of P15 million while former Pampanga Governor Mark Lapid had ad placements worth P14.13 million. Both Petilla and Lapid are part of the administration’s senatorial slate.

Gordon, for his part, had a total of P5.88 million and Manila Vice Mayor Francisco ‘Isko Moreno’ Domogoso, P5.16 million. Former Justice Secretary Leila de Lima had P4.35 million and former Senator Juan Miguel ‘Migz’ Zubiri, P3.3 million.

The lesser known LP candidates for senator -- Cresente Paez, COOP NATCCO party-list representative, and Nariman Ambolodto, assistant secretary of Muslim affairs and special concerns of the Department of the Interior and Local Government -- have not shown up at all in Nielsen's ad-spending reports. Not a single centavo of ads paid by them or the LP appear in Nielsen's reports for both the pre-campaign and the campaign periods.

The ad-placement spending of 18 senatorial candidates captured by Nielsen’s monitoring from Feb. 1 to 8 amounts to P339.4 million in all. This represents some 42 percent of the close to P800 million spent by national candidates and political parties to place ads immediately before Comelec began taking note of how much they were spending.  It also reflects the fierce competition among the many senatorial candidates over the 12 slots available in the Upper House.

Paling in comparison is the total amount spent by the five aspirants to the vice presidency during the same period: P47.48 million, of which only a sliver came from Marcos, who has been the surprising perennial lead in surveys by different groups in the last few months. Defensor-Santiago’s running mate -- the only son of the late dictator Ferdinand Marcos -- would also spend much less than his rivals on ad placements from Feb. 9 to Mar. 31: P42.84 million or a mere six percent of the total ad spend of the five vice presidential candidates during that period.

Current presidential survey frontrunner Duterte has even less of a share in the total ad spend of the five contenders to the country’s highest post from Feb. 1 to 8: one percent. He would also remain fourth among the presidentiables (including one Apolonio Comia Soguilon, replacement candidate for the late Roy Seneres) in terms of ad spending from Feb. 9 to Mar. 31.

Including half of tandem ad placements with Cayetano, Duterte’s P110.36-million spend for that period comes to only 10.55 percent of the total P1.04 billion poured by the presidentiables into ads in a span of 7.5 weeks.

Upticks & negatives

Both Marcos and Duterte, however, made quantum leaps in their respective ad-placement spends from last February to March. Like most of the other candidates for president and vice president, both men acquired more ads in March. Unlike the others, however, Marcos and Duterte both spent relatively little in February.

Marcos spent P362,200 from Feb. 9 to 29; from Mar. 1 to 31, though, he accumulated an ad-placement spend of P42.48 million or a rise of  11,628 percent. Similarly, Duterte spent only P144,000 from Feb. 9 to 29. The following month, however, his ad-placement spend reached P110.22 million, or an increase of 76,416 percent.

Curiously, the Nielsen reports include negative ads run against two candidates in particular: Binay and Marcos.

According to Nielsen data, anti-Binay ads continued to run on TV in the week before the start of the official campaign period, with their placements in ABS-CBN and GMA-7 having a total value of P25 million.  All were supposedly paid for by the Makati City-based A.B. Ison Pilot Construction and Trading Corp., which had also placed similar ads on TV in January that amounted to P8,835,162. This is despite a ruling by the Securities and Exchange Commission (SEC) that bars private corporations from donating money to political candidates or to any partisan political activity. In all, A.B. Ison's ad placements against Binay reached P33.83 million.

As for the anti-Marcos ads, the Campaign Against the Return of the Marcoses to Malacanang or CARMMA placed them between Feb. 9 and 29. Compared to the anti-Binay ads, however, their total value is rather measly: P334,278. Credits to PCIJ and GMA

READ:  Psalm 23
Yea, though I walk through the valleys of the shadow of death, I will fear no evil; for you are with me; Your rod and Your staff, they comfort me. - Psalm 23:4

When our first child was born, my wife, Marlene was in labor for more than 30 hours, creating tremendous stress for both her and the baby. The doctor, a fill-in for her regular physician, was unfamiliar with her and her pregnancy. As a result, he waited too long to make the decisions to perform an emergency Caesarian section, and resulting trauma put our infant son in the neo-natal intensive care unit. There was nothing they could do to help our baby to overcome his trauma-induced condition.

By God's grace, Matt recovered- but I cannot remember any moment in my life as terrifying as when I stood by his crib in intensive care. Yet I knew the Lord was near as I talked with Him through prayer.

In the terrifying moments of life (and all the other moments as well) nothing can bring comfort to the hurting heart like the reality of God's presence and care. The psalmist David wrote, "Yea, though I walk through the valleys of the shadow of death, I will fear no evil; for you are with me; Your rod and Your staff, they comfort me" (Ps 23:4).

When fear is overwhelming, the Lord is there. His comforting presence will carry us through our deepest trials.

When sorrows like sea billows roll -
Whatever my lot , Thou has taught me to say,
"It is well, it is well with my soul." - Spafford

READ:  1 Samuel 3:1-10
The Lord called, yet again. "Samuel!" - 1 Samuel 3:6

A couple of co-workers and I had just gone through airport security and were walking to our gate when I heard my name: "Paging Anne Cetas. Paging Anne Cetas." It's not  a common name, so we knew it had to be mine.

I assume I had absent mindedly left something at the check-in point. I check with an airline agent, who told me to pick up a red phone, give my name and ask why I was being paged. I searched for a phone and called, but the operator said, "No, we did not page you." I never did find out why I had been called that day.

A young boy named Samuel heard his name being "paged" long ago (1 Sam. 3:4). The scriptures say that he did not yet know the Lord, nor was the word of the Lord yet revealed to him" (v.7), so the temple priest Eli had to help him understand who was calling him  (vv.8-9). God then revealed His plan for Samuel's life.

The Lord has a plan for us as well, and He calls to our hearts:  " Come to Me, all you who labor and are heavy laden, and I will give you rest" (Matt. 11:28). That's his call to us
to receive the gift of salvation, rest and peace.

The Savior is calling us to come to Him.

Our Daily Bread: The Best Season Yet ?

The Best Season Yet ?
Joe Stowell

READ:  Ephesians 5:15-21
See, then what you walk circumspectly, . . . redeeming the time, because the days are evil. - Ephesians 5:15-16

Life is a lot like the weather . . . it's seasonal. It has a way of pushing us into the next season whether we like it or not. And when pushed into the next season, we are often uncertain and even fearful of what it might hold  for us.

This is especially true of later seasons of life, when we are haunted by thoughts such as: Will I be left all alone? Will my health hold up? Will my money last? Will my mind stay fresh? As with every season of life, we have to walk a choice - to waste the season in fearful thoughts or, as Paul says, make the "best use of the time, because the days are evil" (Eph. 5:16 ESV).

Regardless of your season, you can count on God's faithfulness. He says, "I will never leave you nor forsaken you." So we may boldly say: The LORD is my helper; I will not fear'"(Heb. 13:5-6).

Because you have God's presence and provision , you can make the most of your time in every season by following Jesus closely, spending time in his Word and prayer, loving and forgiving more freely than ever before, and serving others with joy and generosity. God has blessed us with our present season - make the most of it!

Lord, give me the grace to accept life right where
it has put me, and help me to overcome the fear
that would waste my days. Give me the wisdom
and desire to make every day count for You.

Now, Because it's very hot in the Philippines, the land and its people are suffering from severe effects of El Niño, together let's all say this prayer . . .

Oratio Imperata Ad Petendam Pluviam
(Obligatory Prayer asking for rain)

“God our loving Father, Maker of all Creation,
look kindly on us Your Children in this Earth
You have given us as our home, as we plead You
to shorten the life of El Niño now threatening our country
with prolonged drought, extreme weather, and low water supply.
“O merciful God forgive us our ecological sins
that have contributed to this adverse phenomenon;
Forgive our indifference to the groans and suffering of Mother Earth;
Forgive us our wastefulness, our disregard for the value
of the gifts of creation You have given us.
We promise to repent for our sins by following the Gospel of Creation,
and by caring for and being mindful of your Creation in all that we do.
“Give us the strength and wisdom to be good stewards of your creation
and to protect the environment from abuse and exploitation.
“At this time of impending crisis move us, dear Lord, to share more, serve more and love more.
“Loving God, Father of our Lord Jesus Christ, you entrusted the Filipino people to the special care of Mary our Mother, listen to the prayers, we bring up to you through her,  and grant us our petitions  through our Lord Jesus Christ who lives and reigns with you in the unity of the Holy Spirit, One God for ever and ever. Amen.

Our Lady of Guadalupe,                    pray for us.
Saint Michael and the Archangels,   pray for us.
Saint Rose of Lima,                            pray for us.
Saint Lorenzo Ruiz,                            pray for us.

READ:  Acts 13:13-23
Now for a time of about forty years [God] put up with their ways in the wilderness. - Acts 13:18

Years ago I was a camp counselor for some rebellious boys. I found it challenging to deal with their behavior. They would mistreat the animals at the petting zoo and occasionally fight among themselves. So, I adopted a calm and firm approach to leading them. And although they often exasperated me, I always made sure their physical needs were taken cared of.

Even though I had a kind and loving exterior. I often felt on the inside that I was just "putting up with them." That caused me to prayerfully reflect on how a loving heavenly Father provides for his rebellious children. In telling the story  of the Israelites during the exodus, Paul said. "For a  time their ways in the wilderness" (acts 13:18). In Greek "put up with" most likely means to patiently provide for people's needs despite an ungrateful response.

Some people may not react favorably to our efforts to show care and concern. When this happens, it may help to remember that God is patient with us. And he has given us His spirit to help us respond  with love to those who are hard to love or whop are ungrateful (Gal. 5:22-23).

Give us your patience, Lord, for anyone in our lives who is difficult to love.

I want the love that sweetly bears
Whatever my Father's hand may choose to send;
I want the love that patiently endures
The wrongs that come from enemy or friend.Anon

Miriam's answer on alleged withdrawal of her candidacy

Here's the much-awaited transcript of Senator Miriam Defensor Santiago's patriotic closing statement at the recently-concluded PilPinas Debates 2016 round 3. Stay tuned for the video of the debate which will be uploaded here shortly.

Transcript:

There have been a lot of black propaganda against me, most recently in the recent months that I have withdrawn because of my cancer. I have already shown you that I am what I am now. I am what I was today, and what I will be tomorrow. We are not looking for an ordinary leader, or an ordinary manager or administrator. We are looking for the president of the Philippines. So, I think that the first qualification should be international stature. That would be a great help to Philippine foreign and domestic policy. But most importantly, I repeat, there are three qualifications to become a president: academic excellence – ako may doctorate ako in juridical science from America. Tsaka valedictorian ako sa lahat ng klase ko. Hindi naman pwede na yung mga naupo sa likod yun ang magiging presidente ng pilipinas. Pangalawa, professional excellence. Binigyan ako ng prestigious Magsaysay Award for Government Service, “for bold and moral leadership in cleaning up a corrupt government agency.” Meron ba silang ganun? Third, moral excellence. Maliban pa sa dalawang excellences na yon, meron pang moral excellence which is the most important. Unfortunately there is no machine that you can attach to a human being so that you can tell whether that person is honest or not.

We are all united in this endeavor to improve and reform the Philippines. Akala ng iba palaging ganito na lang tayo? Hindi! Lalabanan natin itong kurapsyon na naging bunga at sanhi ng ating kahirapan. We can fight corruption. I have shown it in immigration commission. I have not allowed my words to overcome my deeds. At for those who think that I should withdraw because I have once been a cancer patient. This is what I'll say, I am now normal. I can think. I can act. And I can pray. Ngayon, gusto niyo akong mag-urong? Biro mo, ang lakas pati sa radyo, ang sagot ko sa kanila: I will never quit, I will never stop, I will never withdraw! We all want to change the world for the better. But the person who prayed should be emulated. He said, “God, preserve this country, and begin with me.” Thank you.

Our Daily Bread: Faithful to the Finish

Faithful to the Finish

READ:  Hebrews 12:1-4
Let us run with endurance the race that is set before us. - Hebrews 12:1

After running 32 kilometers (20 miles) of the Salomon Kielder Marathon in Great Britain, a runner dropped out and rode a bus to a wooded area near the finish line. Then, he re-entered the race and claimed third price. When Officials questioned him, he stated that he stopped running because he was tired.

Many of us can relate to the exhaustion of a worn out athlete as we run the race of the Christian faith. The book of Hebrews encourages us to "run with endurance the race that is set before us" (12:1). Running with endurance requires that we lay aside the sin that stands in our way and shed  the weights that hold us back. We may even have to press on through persecution (2 Tim. 3:12).

To prevent weariness and discouragement in our souls (Heb. 12:3), the Bible urges us to focus on Christ. When we pay more attention to Him that our struggles, we will notice Him alongside us - supporting us when we stumble (2 Cor. 12:9) and encouraging us with His example (1 Peter 2:21-24). Keeping our eyes on "the author and finisher of our faith" (Heb. 12:2) will help us stay close to the source of our strength and remain faithful to the finish.

Turn your eyes upon Jesus ,
Look full in His wonderful face;
And the things of earth will grow strangely dim
In the light of His glory and grace.Lemmel

Our Daily Bread: Now I see

READ:  John 14:15-27
The Helper, The Holy Spirit, whom the Father will send in My name, He will teach you all things, and bring to your remembrance all things that I said to you. - John 14:26

Deborah Kendrick loves to attend Broadway musicals even though she is blind and always struggles to understand the setting and the movements of the characters onstage. Recently, however, she attended a play that used D-scriptive, a new technology that conveys the visual elements of the stage production through a small FM receiver. A recorded narration, keyed to the shows light and sound boards, describes the set and the action as it unfolds on stage. Writing in the Columbus Dispatch, Deborah said. "If you ask me I saw the show last week in New York, my answer is yes. . . I genuinely, unequivocally mean that I saw the show."

Her experience stuck me as a vivid illustration of the Holy Spirit's role in our understanding of God's words. Just before Jesus went to the cross, He told his followers that "the Helper, the Holy Spirit, whom the Father will send in My name, He will teach you all things, and bring to your remembrance all things that I said to you" (John 14:26).

As we open the Bible to read or study, the Spirit of Truth is with us to guide us into all truth (16:13). On our own we are blind, but through the guidance of God's Holy Spirit we can see.

Break Thou the bread of life, dear Lord, to me,
As Thou didst break the loaves beside the sea.
Beyond the sacred page I seek Thee, Lord;
My Spirit pants for Thee, O Living Word. - Lathbury

Our Daily Bread: DUST ART

DUST ART

==================================================================
READ: Genesis 2:1-7

The Lord God formed man of the dust of the ground, and breathed into his nostrils the breath of life; and man became a living being. – Genesis 2:7 ==================================================================

When God chose dust as His artistic medium to create Adam (Gen. 2:7), He didn't have to worry about running out of material. According to Hannah Holmes, author of The Secret Life of Dust, "Between 1 and 3 billion tons of desert dust fly up into the sky annually. One billion tons would fill 14 million boxcars in a train that would wrap up six times around the Earth's equator."

No one has to buy dust, for we all have more than we want. I ignore it as long as I can in my house. My reasoning is this: If I don't disturb it, It's not as noticeable. But eventually it accumulates to the point that I can no longer pretend it's not there. So I haul out my cleaning supplies and start removing it from wherever it has found a resting place.

As I remove the dust, I see myself reflected in the smooth surface. Then I see another thing: I see that God took something worthless, dust, and made it into something priceless - you and me and every other person (Gen 2:7).

The fact that God used dust to create humans makes me think twice about labeling someone or something worthless. Perhaps the very thing that I want to get rid of -  a person or problem that annoys me - is the artistic medium God has given to display His glory.

Lord, too often I want to quickly ignore

or dismiss difficult people and circumstances.

Help me to be open to learn

from You through them and to see your glory.

Facebook launches its Philippine Office

MANILA - The world’s social media giant Facebook just reached the shores of the Philippines. In an exclusive event last Thursday (April 21) in Makati City, Facebook’s Vice President for Asia Pacific Dan Neary made the exciting announcement in front of various media outlets.

Together with Neary is Digs Dimagiba who will be taking the Manila operations of the world-renowned social media site. Dimagiba was the previous mobile business director of Samsung’s office in the country.

A new era for PH’s business industry

“Today marks a new milestone for Facebook in the Philippines and we are committed to driving innovation that helps Filipinos and businesses connect in more meaningful ways," said Kenneth Bishop, Facebook's managing director for Southeast Asia, in a press release.

The Philippine branch of Facebook is the sixth to be established in Asia, the fourth in the ASEAN region. Other Asian-based offices are located in Hong Kong, Indonesia, Malaysia, Singapore, South Korea and Taiwan.

49M Pinoys are on Facebook

With half of the Philippine population engaged in using Facebook as their personal and professional communication platform, it is a no surprise why the country’s name emerged as the newest home in Asia of the twelve-year old social media juggernaut.

“Two thirds of everybody in the Philippines is connected to a company page. We started to look at the dynamics of them. 1 in 3 is actually recommending brands on Facebook and it’s a discovery vehicle for most of users. Ninety-five percent of them are talking and discovering products on Facebook,” according to Neary during a talk with the press that night.

Globally, Facebook takes pride of having 1.59 billion of active users per month, with 49 million Filipinos comprising the number. According to Facebook, among the 49 million Pinoy users, 44 million are accessing the site through their mobile devices. That accounts to a whopping 91% of the Filipino internet population.

Facebook PH will make it easier for businesses

The establishment of a Facebook office doesn’t only secured the country’s reputation as one of its leading users in the world but rather, the launching further solidified the reputation of the Philippines as a new global business hub in Asia.

Aside from that, local businesses and publishers will now be provided with easier means to jumpstart the promotion of their brands. A Philippine-based office of Facebook will be instrumental in a more convenient partnerships building, product branding and promotions for companies.

Facebook PH is hiring

As a new company, Facebook Philippines is currently looking for qualified people to fill the vacant positions needed to fire up the company’s domestic operations particularly an outsource site manager who will be tasked “to run outsourcing site operations and to manage vendor relationships.”

Also the company is in need of a regional product marketing manager who is expected “to drive product adoption and go-to-market strategies in the high-growth markets in Asia-Pacific.”

Facebook Philippines is temporarily housed at Regus Business Center on the 35th floor of the Eco Tower located in Bonifacio Global City in Taguig with already five people working behind it including Dimagiba as its head.
