ENTERTAINMENT | Sony takes $976 million charge on movie segment as DVD market shrinks

TOKYO – Sony Corp said it booked an impairment charge of 112.1 billion yen ($976 million) on the goodwill value of its movie segment in the quarter ended December, as online streaming services sapped demand for movie DVDs.

The impairment charge came as Sony cut its outlook for profits from DVD, blu-ray discs and other home entertainment operations in line with a broader market decline, the company said in statement on Monday.

Sony has been working to revive its movie business. In November, the Japanese conglomerate’s chief financial officer, Kenichiro Yoshida, said a turnaround was “progressing, but it takes time for the benefit to be realized”.

Earlier this month, the Japanese conglomerate said Michael Lynton, the chief executive of its movie and television unit Sony Entertainment, will step down in February.

In its latest statement, Sony also said it would cut its stake in M3 Inc, operator of membership-based medical-related online services, to 34 percent from 39.3 percent in a bid to strengthen its financial standing.

It expects to record a gain within operating income of about 37 billion yen from the sale during the fourth quarter of the fiscal year ending March 31, Sony added.

Sony said the impact of the impairment charge and stake sale on the group’s earnings outlook for the current fiscal year is being evaluated and will be disclosed when it releases its third-quarter results on Feb. 2. ($1 = 114.8300 yen)

NATION | Sombero, “no-show” during Senate hearing

MANILA - The controversial bagman of casino tycoon Jack Lam, Wally Sombero failed to attend the second hearing of the Senate Blue Ribbon Committee on the alleged bribery of Lam to some Bureau of Immigration officials.

According to Sombero’s lawyer, who attended the hearing on behalf of his client, the former cop has left the country for Singapore on January 17 because he is allegedly seeking medication there.
However, Senator Richard Gordon, chairman of the Senate Committee on Justice and Human Rights did not accept the lawyer’s reason for not being able to attend the said hearing. For the veteran senator, this is just an alibi of Sombero to skip on appearing before the Senate committee.
Gordon said that he will cite Sombero of contempt to force him to appear in the next succeeding hearings.

Meanwhile, former Immigration Deputy Commissioner Al Argosino bawled his eyes out as he continued to deny the bribery issue being thrown against him.

According to Argosino, his and former Deputy Commissioner Michael Robles’ meeting with Sombero at the City of Dreams was part of their investigation of finding out the real BI officials who are accepting bribe money, including former Immigration Intelligence Chief Charles Calima.

When Senator Francis Escudero questioned Argosino, the latter said that he did not ask money from Sombero and did not wait for him for hours, just so he could ask for an additional amount.

Argosino said that the CCTV footage can prove that they asked for the bill earlier because they pln of going home as soon as they receive the millions of pesos offered to them by Sombero, as part of the evidence they will use in the case they were building. - Rita Salonga/RHNews

YANGON – The office of Myanmar’s civilian president said on Tuesday that the assassination of a lawyer advising the ruling party on amending a military-drafted constitution was likely an effort to destabilise the country.

A lone gunman shot Ko Ni, 63, an adviser to the ruling National League for Democracy, in the head in front of onlookers as the widely respected Muslim advocate held his young grandson at Yangon’s international airport on Sunday.

“The initial interrogation indicates the intention to destabilise the state,” the office of President Htin Kyaw said in a statement carried in the state-run Global New Light of Myanmar newspaper. It did not give details.

“Investigations are being carried out by the government to find out the truth. Security has been heightened in the aftermath of the assassination.”

Authorities have detained Ko Ni’s suspected killer, a 53-year-old man. He also shot and killed a taxi driver who tried to apprehend him.

It remains unclear if Ko Ni was targeted for his religion or for his work toward reducing the political role of Myanmar’s military.

But the killing comes at a time of heightened communal and religious tensions in Buddhist-majority Myanmar, where a civilian government led by Nobel laureate Aung San Suu Kyi has been in power for 10 months after a formal transition from decades of military rule.

A heavy-handed security operation in Rakhine state, a region home to many Rohingya Muslims, has led to an estimated 69,000 from the largely stateless community fleeing into neighbouring Bangladesh.

Tens of thousands of people gathered in Yangon on Monday to mourn the death of Ko Ni, who was working on amending the constitution that ruling generals drafted in 2008 and which grants the army a quarter of seats in parliament and control over security ministries.

Suu Kyi did not attend the funeral of her close adviser, and has not issued any statement.
Separately on Tuesday, a commission investigating attacks on border posts in Rakhine State that killed nine police on Oct. 9 and their aftermath has asked for more time due to unspecified “fresh claims” of human rights abuses, state media said.

The commission was to have reported on its findings on Tuesday, including looking into allegations that soldiers committed extrajudicial killings, arbitrary arrests and rape of Rohingya civilians.

MANILA, Philippines - Senator Leila De Lima and Justice Secretary Vitaliano Aguirre were at each other’s throat again during the Senate hearing on the bribery scandal involving some Bureau of Immigration officials.

De Lima was first to castigate Aguirre after the lady senator reprimanded former Immigration deputy commissioners Al Argosino and Michael Robles to refrain from following the act of their former “boss”, whom she called as “banat-bawi”, or someone of keeps on retracting their statement.
De Lima mentioned Aguirre as the former boss of Argosino and Robles, because the two were fired from their posts in the Bureau of Immigration.

However, Aguirre immediately fired back at De Lima and said that Wally Sombero offered him money to back Jack Lam, who was left with no backer since he assumed his post at the Justice Department.

The lady Senator then reacted and said that this is a new accusation from Aguirre. Word war ensued between the two personalities.

De Lima served as Justice Secretary during the Aquino administration, and was replaced by Aguirre when President Rodrigo Duterte assumed post. -  Rita Salonga/RHNews

ENTERTAINMENT | Maxine Medina had an ace, but she didn't use it

MANILA, Philippines  -- Thousands let out a collective howl after Miss Universe host Steve Harvey said the Philippines' bet Maxine Media was not using an interpreter during the crucial interview round.

The hometown audience cheered wildly throughout the competition as the model and interior designer glided on stage in a floral two-piece bikini and a sparkling red gown.

Until the question-and-answer portion, when Medina was asked what "significant change" she saw in the world in the last decade.

An interpreter repeated the question in Tagalog, to which, the beauty queen insisted on replying in English.

"In the last 10 years of being here in the world is that I saw all the people being in event like this Miss Universe. It's something big to us. As one nation, we are all together," she said.

While Medina kept her poise and spoke with conviction, she did not address the question, underscoring how the interview is the Achilles heel of Filipina beauty queens.

Eventual winner Iris Mittenaere of France and third-placer Andrea Tovar both used interpreters. First runner-up Raquel Pelissier of Haiti answered in English but had an interpreter on standby.
Pageant-watchers say an interpreter affords the candidate the time to gather her thoughts and give a coherent answer, while masking some of the tension.

But in the Philippines, a former US colony, English proficiency is often seen as a measure of intelligence, especially with the proliferation of call centers, where the ability to speak the language is an advantage.

Crowd favorite Chalita Suansane, who was with Medina in the bottom half of the top six, gave a very simple but heartfelt answer through an interpreter.

Suansane said she respects Thailand's late King Bhumibol Adulyadej, who led the Southeast Asian nation like a father.

Medina's predecessor, Miss Universe 2015 Pia Wurtzbach, was a natural public speaker. She spoke extemporaneously at many events and made the pageant slogan her own -- confidently beautiful with a heart.

The Philippines' history in Miss Universe is full of perceived near-misses because of a fumbled interview.

Venus Raj may have started a top five winning streak in 2010, but settled for fourth runner-up. Asked what was her life mistake, the dusky half-Indian beauty said there was "nothing major major problem" that she encountered.

The following year, Shamcey Supsup said her future husband should share the same religion when Miss Universe promotes diversity and tolerance.

Miriam Quiambao settled for second place to Botswana's Mpule Kwelagobe in 1999 after struggling to answer whether a pregnant Miss Universe should be allowed to complete her reign.
In Medina's case, it is unclear whether the interview cost her the crown.

This year's Miss Universe is a departure from recent years where the contestant with the best glamor shot won the crown.

Organizers emphasized the need for Miss Universe to empower women with her own life story, like surviving an earthquake like Pelissier or recovering from a near fatal car accident like Peru's Valeria Piazza.

Medina could have tapped the pain from bashers, who ridiculed her and put her down when all she wanted was to deliver the Philippines' first back-to-back win.

She could have spoken to her countrymen about cyber-bullying that has made the Internet here and abroad a dark and toxic place.

She could have proven her critics wrong.

REGION | Latest IED explosion kills 2 minors

BASILAN, Philippines - Two children died while three others were wounded after an improvised explosive device (IED) exploded in Albarka, Basilan Monday morning.

The Armed Forces of the Philippines (AFP) blamed the incident to the Abu Sayyaf Group (ASG).
AFP Western Mindanao Command identified the casualties; two-year old and Ombek Akbar, five years old. Both residents of Brgy. Danapah.

Meanwhile, Pahmiya Pising , Salmiya Akbar, both four years old and Suraima Akbar, 25 sustained injuries from the said blast.

Lt Col. Franco Raphael Alano of the Philippine Army, said the victims were playing when they accidentally touched the IED that resulted to the explosion.

MANILA -- Former Miss Universe Pia Wurtzbach took time to comfort fellow Filipina Maxine Medina who lost to France's Iris Mittenaere during the pageant's coronation on Monday.

A photo posted by pageant mentor Jonas Gaffud of Aces and Queens showed Wurtzbach hugging Medina during the pageant held at the Mall of Asia Arena in Pasay.

Gaffud trained both Wurtzbach and Medina for the Miss Universe pageant.
Medina made it to the Top 6 of the pageant but lost to Mittenaere, who succeeded Wurtzbach as the 65th Miss Universe.


Wurtzbach congratulated Mittenaere for winning the pageant, calling the French beauty queen a "truly deserving winner."

MANILA, Philippines — Miss Universe 2015 Pia Wurtzbach, who just let go of her crown, said the prestigious pageant chose a deserving winner in France's Iris Mittenaere.

In a backstage televised interview on Monday, Wurtzbach said she is happy with the results even as the Philippines' candidate Maxine Medina only reached the competition's top six.

"I've observed the candidates over the past almost three weeks they've been here and I know we really chose a deserving winner," Wurtzbach said.

She added that she was "very much at ease" passing on her crown because she knows it will go to a "very much deserving winner."

Wurtzbach said that passing on the crown doesn't feel like it's the end of her reign, but "more like a beginning of a new chapter."

To the new queen, Pia said: "My advice, please learn how to back up your phone. It's gonna be very useful during your reign."

Explaining her advice, Wurtzbach said all the files and data, including her photos during her reign as Miss Universe, were all wiped out when her niece failed to input the correct pass code and locked her phone.

Mittenaere was crowned Miss Universe 2016 early Monday against Miss Haiti Raquel Pellisier. Miss Columbia, Andrea Tovar, took second runner-up.

 The new winner will move to New York City where she will live during her reign and become a spokesperson for various causes alongside The Miss Universe Organization.

MEXICO CITY — Mexicans are beginning to debate how to fight back against US President Donald Trump's aggressive stance on trade and immigration.

Prominent political figures have suggested the country expel US law enforcement agents, stop detaining Central American migrants or no longer inspect northbound trucks for drug shipments. Some activist groups on Friday were calling for a boycott of American brands.



Former President Felipe Calderon said Thursday that "we have to design a policy of retaliation" for Trump's proposed plans, which include making Mexico pay for the border wall he wants to build.
"We have to put US security issues under review ... including the presence of (US) agents" on Mexican soil, Calderon told local news media.

The comments came after current President Enrique Pena Nieto scrapped a planned Tuesday meeting with Trump after the American president tweeted that it would be better to cancel if Mexico wasn't willing to pay for his proposed wall.

Ruben Aguilar, a political consultant who was spokesman for former President Vicente Fox, noted Friday that Mexico has been stopping Central American migrants before they reach the US border "as part of the logic between two friendly countries."

He suggested that Mexico could say, "Okay, I'm not going to stop Central Americans anymore," and added, "Now if our two countries aren't friends anymore, that is a card we could play to increase the pressure."
"Drugs are another" possible card, Aguilar said. "If you want to stop them with your wall, well we won't stop them anymore, let them go through."

Trump appeared to try to defuse the spat between the two countries Friday, saying, "Great respect for Mexico, I love the Mexican people."

"We have really, I think, a very good relationship, the president and I, and we had a talk that lasted for about an hour this morning, and we are going to be working on a fair relationship," Trump said.

The office of the Mexican president confirmed the call, calling it "constructive and productive," but did not specifically mention the wall or other policies proposed by Trump it doesn't agree with.

Pena Nieto's government instead stressed "the need for both countries to continue working together to stop the trafficking of drugs and the flow of illegal weapons."

"Both presidents recognized their clear and very public differences on this very sensitive issue, and agreed to solve those differences as part of an integrated discussion of all aspects of the bilateral relationship," Pena Nieto's office said. "The two presidents also agreed, for the moment, to no longer speak publicly about this controversial topic."

Pena Nieto met with Mexican lawmakers to discuss US relations. "There will be constant communication between the federal executive and the Senate to define what actions to take," said Fernando Herrera of the conservative National Action Party.

On Friday afternoon, Mexican business magnate Carlos Slim called for "national unity" in the face of Trump's hostility, and said the country should have a measured response "without getting angry but without surrendering."

Slim called for a "modern, not protectionist" national program of substituting imported products, the vast majority of which come from the United States.

But he stopped short of calling for a boycott of American goods.

"I think it is an error to think about boycotting companies," Slim said. "What we should do instead is buy what is produced in Mexico."

A coalition of Mexican farm and consumer groups, however, did call for such a boycott when it raised the battle flag on Jan. 18, two days before Trump took office.

The campaign's slogan — "Consumers cry war!" — echoes the first line of Mexico's national anthem as it calls on Mexicans to buy national products.

"The statements and threats from the US president-elect are irrational and unacceptable, but they should awaken a rational response, and lead us to radically change in our model of national development, and recover sovereignty over our food system," the coalition said in a statement.

In a country where US chain restaurants, coffee shops and stores are now ubiquitous, social media users created long strings of hashtags such as #AdiosStarbucks #AdiosCostco, #AdiosWalmart, #AdiosMcDonalds, #AdiosProductosGringos , #ConsumoProductosMexicanos.

Peter Schechter, senior vice president for strategic initiatives at the Atlantic Council, said the dispute may awaken underlying currents of resentment in Mexico. The US took away almost half of Mexico's territory in the 1848 Mexican-American War, though that historic resentment had faded in the last three decades.

"All this does is to solidify the view that an attempt to negotiate with the United States under this administration is impossible, and that we should break from the United States," Schechter said. "This argument has moved from incredulous, to possible in people's minds. The next step is it moves from possible, to the right thing, and that step is not that far."

Former Mexican President Ernesto Zedillo wrote in an op-ed in the Washington Post that "the prudent thing" is to assume that Trump will kill NAFTA, which he said would be costly to Mexico.

"But such an outcome should not be cause for despair in my country," he wrote, calling for Mexico to reinforce its commitment to openness and tell companies from around the world that it remains open for business.

"The end of NAFTA, as disruptive and costly as it would be in the short term, could be compensated for with the right set of policies," Zedillo wrote.

MANILA, Philippines — Miss Universe 2016 Iris Mittenaere said on Monday that she would be focusing on charities that tackle education.

Right after being crowned as Miss Universe 2016, Mittenaere said in a press conference that she has one charity for teaching children.

"But now I represent the universe, and I want to do more than that," Mittenaere said.
She added that she thinks that education for every child is important, and wants to bring every child to school.
"I have the chance to live in France and go to school every morning and I think every children should have this chance," Mittenaere said.

Mittenaere said that after seeing what Miss Universe 2015 Pia Wurtzbach did during her reign, she wants to do the same.

"I want to help people, I want to understand people, I want to travel and meet people, and that's why this is a dream for me, to be Miss Universe," Mittenaere said. - with a report from Kristian Javier/Philstar

“Again nung pumasok po ang Presidente, syempre tatandaan po, huwag po natin kalimutan that this was actually his platform to actually bring cleansing. However, nakikita po talaga natin na napakalalim po talaga ng mga pangyayari,” ani Abella.

 Ayon pa kay Abella sa nakikita niya, magkasabay na ginagawa ng Pangulo, ang paglilinis ng bansa at ang paglaban sa ilegal na droga at katiwalian.

Sinabi pa ni Abella na naririnig naman ng Malacañang ang sinasabi ng mga miyembro ng lehislatura kasama na ang panawagan na itigil ang Oplan Tokhang matapos mabunyag ang kaso ng kinidnap at pinatay na negosyanteng Koreano national na Jee Ick Joo.

 Kaugnay nito, tinutulan rin ni National Capital Region Police Office (NCRPO) Chief P/Director Oscar Albayalde ang panawagang ipatigil ang Oplan Tokhang dahilan masisira ang kanilang momentum sa tagumpay sa anti-drug campaign lalo na sa Metro Manila.

Binigyang diin ni  Albayalde na matagumpay ang Oplan Tokhang sa Metro Manila at dahil dito’y ma­laki ang ibinaba ng kriminalidad partikular na ang robbery /holdup, cellphone snatching at iba pa.
Gayunman, aminado naman si Albayalde na hihinto lamang sila sa Oplan Tokhang kapag ang korte ang nag-utos at ideklara itong unconstitutional o illegal.

PARIS — France and Germany formed a united front yesterday in the face of President Donald Trump's halt in the US refugee program, with the German foreign minister noting that loving thy neighbor forms part of America's Christian traditions.

After meeting yesterday, the foreign ministers of both nations, Jean-Marc Ayrault and Germany's Sigmar Gabriel, said they want to meet with Rex Tillerson, Trump's nominee for secretary of state who is still awaiting confirmation.

Ayrault said Trump's order on Friday that bars all refugees from entering the United States for four months — and those from war-ravaged Syria indefinitely — "can only worry us."

"We have signed international obligations, so welcoming refugees fleeing war and oppression forms part of our duties," the French minister said.

"There are many other issues that worry us," he added. "That is why Sigmar and I also discussed what we are going to do. When our colleague, Tillerson, is officially appointed, we will both contact him."

Gabriel — on his first trip abroad since his appointment Friday — said offering refuge to the persecuted and those fleeing death are western values that Europe and the United States share.

"Love thy neighbor is part of this tradition, the act of helping others," he said. "This unites us, we Westerners. And I think that this remains a common foundation that we share with the United States, one we aim to promote."

Trump declared the ban necessary to prevent "radical Islamic terrorists" from entering the United States.

The order immediately suspended a program that last year resettled to the US roughly 85,000 people displaced by war, political oppression, hunger and religious prejudice.

MANILA, Philippines — President Rodrigo Duterte warned undocumented Filipinos in the United States to go home following US President Donald Trump's travel ban.

"So 'yung mga Pilipinong nandoon, you better be on the right track. If you are not allowed to stay there, you are overstaying, get out," Duterte said at a news conferencee early Monday.

The president said that he will not "lift a finger" if Filipinos in the US get caught due to violation of the law.

Trump issued an executive order temporarily banning travel from seven Muslim-major countries—Syria, Iraq, Iran, Yemen, Libya, Somalia and Sudan for the next 90 days. He also suspended the admission of all refugees for 120 days.

"Kasi nu'ng sinabi rin niya ako, 'We will not interfere in your drug war, you're doing it right.' So out of respect for that statement, I can only answer him in the manner that he has told me. Hindi ako makialam," Duterte said.

The president, however, said that he is willing to open the country as a sanctuary for Muslim refugees.

"Ako, in the name of humanity and God, we'll have to make some adjustments. If there is a compelling reason for us to offer sanctuary, I'm one of those na okay lang ako," the president said.
Trump's immigration order sowed more chaos and outrage across the country Sunday, with travelers getting detained at airports, panicked families searching for relatives and protesters marching against the sweeping measure that was blocked by several federal courts.

Before Trump signed the order, more than 67,000 refugees had been approved by the federal government to enter the US, said Jen Smyers, refugee policy director for Church World Service. More than 6,400 had already been booked on flights, including 15 families that had been expected over the next few weeks in the Chicago area from Ethiopia, Eritrea, Iran, Syria and Uganda.
The bulk of refugees entering the US are settled by religious groups. All that work ground to a halt after Trump signed the order. — with reports from Associated Press

MANILA, Philippines - Malacañang clarified that it won’t be declaring special non-working holidays on January 27 and 30 amid the clamor from the public even if it is the eve of the Chinese New Year (January 27) and the coronation night for the Miss Universe 2016 (January 30).

Meanwhile, classes and work in Binondo, Quiapo and Sta. Cruz, Manila is suspended on January 27, following the announcement of Manila Mayor Joseph Estrada.

Prior to this, Quezon City Rep. Winston Castelo suggested to Malacanang to declare January 30 as a holiday so that Filipinos will get to enjoy the annual Miss Universe pageant, especially that it will take place in our country.

WEATHER | LPA spotted near PAR

MANILA, Philippines -  Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) is monitoring a low pressure area (LPA)  spotted outside the Philippine Area of Responsibility (PAR).

It was seen south of Mindanao but not yet expected to enter PAR.

In case it will turn into a typhoon, it will be named Bising.

PAGASA said the extension of LPA will bring rains in Soccsksargen and Davao, while the northeast monsoon in Luzon and Visayas.

Cloudy skies and isolated rain showers are expected in Metro Manila, Cordillera, Cagayn Valley, CALABARZON, Bicol, Eastern Visayas, including provinces of Mindoro, Masbate, Aurora and Quezon.

MANILA  – Philippine President Rodrigo Duterte apologised to South Korea on Thursday after policemen killed one of its citizens, then said he wanted to hang rogue police and send their heads to Seoul.

He called again for the death penalty to be reinstated so that he could hang 20 criminals a day.
Duterte promised the toughest punishment for those behind the kidnapping and killing of businessman Jee Ick-joo inside the national police headquarters in October.

“I will see to it that they are sentenced to the maximum,” he said of the policemen. “You give that power to me back again, I will execute them… I’ll hang them in one day, 20 of them – 20 a day.”
He added: “You sons of bitches, you policemen. You will suffer. I can maybe send your heads to South Korea.”

The death of the South Korean comes as the Philippine police face growing criticism from rights groups and some lawmakers, who say cover-ups and abuses of police power are rampant.
Duterte’s critics, however, say he is to blame for creating a culture of impunity by promising to protect police on the front lines of his war on drugs.

The police accused of kidnapping and killing Jee were anti-narcotics officers.

Capital punishment has been a priority for Duterte, whose allies introduced a death penalty bill in Congress on June 30 last year, the same day as his inauguration.

The draft, which is still being debated, says existing laws are no deterrent and had “emasculated” the criminal justice system. The death penalty was repealed in 2006 following pressure from church groups.

A Senate investigation into Jee’s killing began on Thursday with police chief Ronald dela Rosa, a close ally of Duterte, saying he was “overcome by shame”.

“All indications point to an elaborate web of criminal activity by some police personnel operating under the cover of legitimate police operations,” he told the hearing.

MANILA – More than 86 women from all over the world gathered in Manila on Thursday to compete in the Miss Universe beauty contest that will culminate in a coronation in the Philippines capital on Monday.

Crowds packed the Mall of Asia Arena as each candidate showcased her swimsuits, evening gowns and national costumes in front of the judges.

The preliminary competition that started on Thursday will whittle down the crowded field to the top 12 candidates for the pageant night, the Miss Universe website said.

“The whole world is being united, and even though we don’t know each other, we still enjoy the event,” said Apple Natividad, one of the many spectators who attended the show.

Some even dressed like Miss Universe candidates to join the fanfare.

“This is a venue for beauty, but also the beauty of the heart, especially for us Filipinos who are fanatics for pageants,” said Rania Ziateh, who wore a MissPhilippines sash.
Over half a million people are expected to tune in to watch the coronation night next week, organizers said.

Filipina beauty queen Pia Wurtzbach currently holds the Miss Universe crown from 2015.

PHILADELPHIA/MEXICO CITY  – The White House on Thursday floated the idea of imposing a 20 percent tax on goods from Mexico to pay for a wall at the southern U.S. border, sending the peso plummeting and deepening a crisis between the two neighbors.

Mexican President Enrique Pena Nieto announced on Twitter around midday on Thursday that he was scrapping a planned trip to meet with U.S. President Donald Trump, who has repeatedly demanded that Mexico pay for a wall on the U.S. border.

Later in the day, White House spokesman Sean Spicer sent the Mexican peso tumbling to its low for the day when he told reporters that Trump wanted a 20 percent tax on Mexican imports to pay for construction of the wall.

Spicer gave few details, but his comments resembled an existing idea, known as a border adjustment tax, that the Republican-led U.S. House of Representatives is considering as part of a broad tax overhaul.

The White House said later its proposal was in the early stages. Asked if Trump favoured a border adjustment tax, White House Chief of Staff Reince Priebus said such a tax would be “one way” of paying for the border wall.

“It’s a buffet of options,” he said.

The plan being weighed by House Republicans would exempt export revenues from taxation but impose a 20 percent tax on imported goods, a significant change from current U.S. policy.

Countries like Mexico would not pay such taxes directly. Companies would face the tax if they import products made there into the United States, potentially raising prices for American consumers.
The idea is unpopular with retailers and businesses that sell imported goods in the United States. It also has met opposition from some lawmakers worried about the impact on U.S. consumers.

Trump himself appeared to pan the idea in a Wall Street Journal interview last week, saying the House border adjustment provision was “too complicated.”

Even after Trump’s comments, congressional Republicans have continued to discuss the issue with White House officials in an effort to bring them on board with the idea.

RIFT WITH MEXICO

Trump, who visited Republican lawmakers at their policy retreat in Philadelphia, told them he would use tax reform legislation to pay for the border wall.

“We’re working on a tax reform bill that will reduce our trade deficits, increase American exports and will generate revenue from Mexico that will pay for the wall if we decide to go that route,” he said.

Trump, who took office last week, views the wall, a major promise during his election campaign, as part of a package of measures to curb illegal immigration. Mexico has long insisted it will not heed Trump’s demands to pay for the construction project.

He signed an executive order for construction of the wall on Wednesday, just as a Mexican delegation led by Foreign Minister Luis Videgaray arrived at the White House for talks with Trump aides.

The executive order provoked outrage in Mexico. Videgaray’s planned meeting with U.S. Homeland Security Secretary John Kelly was cancelled, a department spokeswoman said.
Pena Nieto had been under pressure to cancel the summit.

“We have informed the White House that I will not attend the working meeting planned for next Tuesday with @POTUS,” he tweeted on Thursday. “Mexico reiterates its willingness to work with the United States to reach agreements that favor both nations.”

Trump had tweeted earlier that it would be better for the Mexican leader not to come if Mexico would not pay for the wall. He said later the meeting was cancelled by mutual agreement.

Relations have been frayed since Trump launched his presidential campaign in 2015, characterizing Mexican immigrants as murderers and rapists. His trade rhetoric has hit the Mexican economy, causing consumers to rein in spending and foreign businesses to wait on new investments, according to the International Monetary Fund.

Trump has vowed to renegotiate the North American Free Trade Agreement with Mexico and Canada and slap high tariffs on American companies that have moved jobs south of the border.

Mexico ships 80 percent of its exports to the United States, and about half of Mexico’s foreign direct investment has come from its northern neighbour over the past two decades.

The United States runs a $58.8 billion (£46.7 billion) trade deficit with Mexico, according to the latest U.S. government figures. But Mexico is also the United States’ second-largest export market.
Marcello Hinojosa, head of Mexican industry association Canacintra in the border city of Tijuana, said the border tax idea would only end up hurting U.S. consumers.

“Trump is shooting himself in the foot with the 20 percent import hike. It’s going to lead to a (price) increase for Americans,” Hinojosa said, adding it would also hurt his waste-processing company because most of his clients are American plants.

MANILA, Philippines - While investigations are ongoing on personalities involved in the kidnap-slay of Korean business executive Jee Ick-joo, Justice Secretary Vitaliano Aguirre II sees a more sinister angle in the case – destabilization of the Duterte administration.

Speaking at the Senate committee on public order and dangerous drugs hearing on Jee’s killing yesterday, Aguirre said that a deeper investigation into the case could be worth considering based on his destabilization theory, which he disclosed before the panel.

According to Aguirre, before the case of Jee came out in news reports, he had heard that Senior Police Officer 3 Ricky Sta. Isabel of the Philippine National Police -Anti-Illegal Drugs Group was linked to retired police deputy director general Marcelo Garbo Jr., one of the so-called narco generals named by President Duterte.

Based on Garbo’s alleged links to the Liberal Party, particularly to former interior secretary Manuel Roxas II, Aguirre said that the killing of Jee could be part of a destabilization plot against the administration.

“What I want is for us to go deeper in the investigation of the PNP and NBI (National Bureau of Investigation) because this could possibly have something to do with the destabilization of the government of President Duterte,” Aguirre said in Filipino.

Aguirre explained that those involved in the plot would naturally target the President’s war against drugs since this is the cornerstone of his administration.

“The symbol of the war on drugs is Gen. Bato dela Rosa. So if Gen. dela Rosa is destroyed, then I’m sure the PNP would be demoralized or destroyed too,” Aguirre said.

“And if you destroy the PNP as the arm of President Duterte in the war against drugs, then you will also destroy the administration of President Duterte,” he added.

While it appears that Dela Rosa is being targeted in the case of Jee, Aguirre said that the real target may be the President.

“So I am saying let us dig deeper. There may be someone higher than the highest ranked person being named in the Jee Ick-joo kidnapping. But there is that possibility, considering the admission borne out today that Sta. Isabel was a protégé of general Garbo,” Aguirre said.

It was not clear how Aguirre linked Sta. Isabel to Garbo but it may have something to do with the policeman’s revelation that he was once with the PNP Intelligence Group, formerly headed by Garbo.
Choi Kyung-jin, widow of Jee, in a statement at the end of yesterday’s hearing, said that justice must be served by showing that the criminals are being penalized and punished for their wrongdoing.

“I’ll be keeping an eye out until justice is completely served and until the end of this case. It is not only the Filipino citizens but also Korean citizens in the Philippines and in Korea who are keeping an eye on the situation. And my husband, who is in heaven, is also waiting for justice to be served,” she said.

OFWs in Korea

Overseas Filipino workers (OFWs) in South Korea have raised concern that the killing of Jee would result in hate crimes or abuses against Filipinos in Korea.

Members of Katipunan ng mga Samahan ng Migranteng Manggagawa sa Korea (KASAMMAKO) said the case of Jee triggered antagonism among Filipinos working in Korea.

“The crime committed to Jee Ick-joo by policemen under the pretext of war on drugs scarred an enmity in the mind of the South Korean people. The potential ramifications of this incident are negatively inclined, considering the vulnerability to abuse of Filipino migrants here in South Korea,” KASAMMAKO said in a statement.

NATION | Philippine economy grows 6.8% in 2016

The government is expecting GDP growth to strengthen further towards 7 to 8 percent this year.

                            
MANILA, Philippines — Philippine economy grew at a pace of 6.6 percent in the fourth quarter of 2016, bringing the full-year growth of 6.8 percent, the government announced Thursday.
Socioeconomic Planning Secretary Ernesto Pernia said that the 6.6-percent growth in the last quarter of 2016 is a testament that the country's economy remains robust and grows at a steady rate.

Economic growth from the first to the last quarter of 2016 has been very encouraging, with an average full-year growth of 6.8 percent," Pernia said in a televised press briefing.

The 2016 fourth quarter growth is lower than the 7-percent growth in the third quarter but it is higher than the 6.3 percent growth during the fourth quarter of 2015.

The full-year growth recorded is along the high-end of the government's target of 6 to 7 percent growth for 2016.

"This also brings the seven-year moving average of real [growth domestic product] growth rate to 6.3 percent—the highest since 1978," Pernia said.

According to Pernia, the Philippnes is likely either the third or fourth fastest-growing major emerging economy in the fourth quarter of 2016, next to China's 6.8 percent and Vietnam's 6.7 percent.
The Philippines could be the second fastest growing economy for the full year of 2016, with China growing at 6.7 percent, the secretary added.

Net primary income slowed down by 4.1 percent while gross national income posted a growth of 6.1 percent, according to the Philippine Statistics Authority.

The fourth quarter GDP was driven by the industry sector which accelerated by 7.6 percent and the services sector which grew by 7.4 percent. The services sector had the highest contribution with 4.1 percentage points followed by the industry sector with 2.6 percent points.

The agriculture sector, however, declined by 1.1 percent, pulling down the growth by 0.1 percentage point.

Pernia noted that domestic demand fueled the growth of the fourth quarter GDP.

Intellectual property products posted the highest growth at 28.7 percent followed by durable equipment at 26.2 percent, imports of goods at 18.6 percent and exports of services at 13.6 percent.
"Overall, given this growth in 2016, we believe that the target of 6.5 percent to 7.5 percent for 2017 is highly likely," Pernia said.

The government is expecting the growth to strengthen further towards 7 to 8 percent this year.
"This would mean that, over the next six years, the economy will expand by about 50 percent in real terms and per capita income will rise by over 40 percent," the secretary added.

This would bring the country to upper middle income standing by 2022, Pernia said.

WASHINGTON — A handful of senior U.S. diplomats are resigning their posts during President Donald Trump's first week on the job, creating more high-level openings that the new president must fill.

State Department Undersecretary for Management Patrick F. Kennedy, a career foreign service officer, planned to retire effective Friday, the State Department said. He was joined by two assistant secretaries, Joyce Barr and Michele Bond, who both resigned Wednesday. Gentry Smith, who directs the Office of Foreign Missions, was also departing.

The four join a growing list of long-serving diplomats declining to stay on into the Trump administration. That list includes Victoria Nuland, the assistant secretary for European and Eurasian Affairs, and Gregory Starr, the assistant secretary for diplomatic security. Starr retired on Inauguration Day.

Although none of the officials has linked his or her departure explicitly to Trump, many diplomats have privately expressed concern about serving in his administration, given the unorthodox positions he's taken on many foreign policy issues.

Trump has yet to fill many top diplomatic jobs, including the deputy secretary roles. His nominee to be secretary of state, Rex Tillerson, is expected to be confirmed by the Senate next week.

Kennedy, relied upon by both Democrats and Republicans, was tapped for the undersecretary post in 2007 by President George W. Bush. Kennedy stayed on throughout President Barack Obama's term. His position oversees the department's budget and finances, security, global facilities and consular services.

Kennedy, a diplomat since 1973, was criticized for the department's insufficient security at the diplomatic post in Benghazi, Libya, where four Americans were killed in 2012. In testy congressional hearings, Kennedy defended then-Secretary of State Hillary Clinton's handling of the situation and insisted there was no "stand down" order to the U.S. military during the attack,

Bureau records also showed Kennedy asked for the FBI's help in 2015 to change the classification level of an email from Clinton's private server. The FBI ultimately rejected the request.

Aquino breaks silence, denies US hand in Mamasapano

MANILA, Philippines — Former President Benigno Aquino III on Thursday broke his silence on the 2015 Mamasapano clash, where 67 Filipinos—including 44 elite police officers—were killed, to deny US involvement in the operation and stress that he ordered coordination between the police and military.

In a statement released early Thursday, Aquino responded to questions raised by President Rodrigo Duterte, who alleged that the US Central Intelligence Agency was behind the operation and criticized his predecessor for sending Special Action Force commandos "into the lion's den."

Aquino acknowledged that the US helped with equipment and hardware for intelligence gathering as he said had been done even before his administration. He said he did not talk to any Americans regarding the operation.

Sagot ni Mr. Napeñas: 'Yes, sir.' Matapos ang imbestigasyon, lumabas na wala palang 160 ang [84th "Seaborne" Special Action Company]. Higit 70 lang ang bilang nila at 54 sa kanila ang operators," he said.

"Dagdag pa ni Napeñas, mangyayari ang coordination kapag moving na raw sila. Tumanggi ako dito; sabi ko, kailangang may sapat at supisyenteng araw para maiposisyon ang lahat ng assets. Ang sagot na naman niya: 'Yes, sir.'"

The former president said that the coordination that Napeñas should have been done days before the operation only happened when the SAF units were already in the area.

"Dahil walang coordination, ang AFP, nagkandarapa, dahil yung mga detalyeng dapat alam nila, gaya ng sino ang tutulungan at saan, saka pa lang nila inaalam," he said.

Napeñas said in past probes that he had briefed Aquino before the operation on Jan. 9, 2015. At the briefing were PNP Director General Alan Purisima and Fernando Mendez, then director of the PNP Intelligence Group.

Purisima had been on preventive suspension for a graft complaint at the time. He has since been dismissed and charged for an allegedly anomalous deal with a courier company the PNP contracted to deliver gun licenses.

Napeñas said that Purisima told him that he would take care of telling Gen. Gregorio Pio Catapang, then AFP chief of staff, about the operation. He added that the suspended national police chief told him not to tell

“It was when he came out that [Director General] Purisima [told me], ‘Don’t tell the other two about this, just do it later when we’re there. I will take care of [AFP Chief of Staff] Gen. [Gregorio Pio] Catapang,’” Napeñas said PNP OIC Leonardo Espina and Local Government Secretary Manuel Roxas II. Espina and Roxas were up the chain of command.

Among the findings of the PNP BOI was that the chain of command of the PNP had been violated in the planning and execution of the operation.

"Sa pagtatapos, kung may kasalanan po ako bilang Pangulo nung panahong iyon, ito po: ni minsan, hindi pumasok sa isip kong magagawa ni Napeñas na magsinungaling sa Pangulo ng Pilipinas," former President Aquino said.

MANILA, Philippines — Former Philippine National Police (PNP) chief and now Sen. Panfilo “Ping” Lacson questioned the entire police force of their sworn duty of “to serve and protect” following the “absurdity” of the involvement of rouge cops in the kidnap-slay case of a Korean businessman.

“Do our men in uniform live by the honor and pride of their police badges and outfits? Or should our people live in horror and fear, unsure of their safety, at the sight of police officers in their neighborhood and even in their homes?” Lacson said in his opening statement at the start of the Senate committee on public order's probe into “tokhang for ransom.”



The senator said the recent incident is enough for the PNP to lose the trust and respect of the public.
Lacson described the killing of Jee Ick-Joo as tragic and unfortunate after findings revealed he was strangled to death inside the PNP national headquarters.

He brought up the incident of Mamasapano where 44 members of the Special Action Force was killed in an operation as an irony of what they will probe today.

However, as the nation commemorated the second year of the bloody clash, Lacson said they found themselves in another inquiry.

“Everyone in this hall will agree that nowhere else could we find a better display of the PNP’s badge of service, honor and justice than that displayed by 44 Special Action Force troopers,” Lacson said.
“Twenty-one months forward, we find ourselves back in this same hall of the Senate for yet another legislative inquiry in aid of legislation,” he added.

WASHINGTON — Calling out Donald Trump on climate change, race, his treatment of women and more, protesters pitching diverse causes but united against the incoming president demonstrated in the early hours of Inauguration Day, intent on making their mark as Trump prepared to take office.
Spirited demonstrations unfolded at various security checkpoints near the Capitol as police in riot gear helped ticket-holders get through to the inaugural ceremony. Signs read "Resist Trump Climate Justice Now," ''Let Freedom Ring," ''Free Palestine."

At one checkpoint, protesters wore orange jumpsuits with black hoods over their faces to represent prisoners in US detention at Guantanamo Bay. Eleanor Goldfield, who helped organize the Disrupt J20 protest, said protesters wanted to show Trump and his "misguided, misinformed or just plain dangerous" supporters that they won't be silent.

Black Lives Matter and feminist groups also made their voices heard.

The DisruptJ20 coalition, named after the date of the inauguration, had promised that people participating in its actions in Washington would attempt to shut down the celebrations, risking arrest when necessary.

More demonstrations were planned for later in the day. For one DisruptJ20 event, a march beginning at Columbus Circle outside Union Station, participants were asked to gather at noon, the same time as Trump's swearing-in as the 45th president.

The route for the march, which organizers called a "Festival of Resistance," ran about 1.5 miles to McPherson Square, a park about three blocks from the White House, where a rally featuring the filmmaker and liberal activist Michael Moore was planned.

"We're going to throw a party in the streets for our side," organizer David Thurston told reporters last week, adding that drummers, musicians and a float of dancers were planned for the march.
Along the parade route, the ANSWER Coalition anti-war group planned demonstrations at two locations.

Protesters and supporters of Trump clashed Thursday evening outside a pro-Trump event in Washington. Police used chemical spray on some protesters in an effort to control the unruly crowd. Hundreds gathered outside the National Press Club in downtown Washington, where the "DeploraBall" was being held. The name is a play on a campaign remark by Hillary Clinton, who once referred to many of Trump's supporters as a "basket of deplorables."

The demonstrations won't end when Trump takes up residence in the White House. A massive Women's March on Washington is planned for Saturday. Christopher Geldart, the District of Columbia's homeland security director, has said 1,800 buses have registered to park in the city Saturday, which could mean nearly 100,000 people coming in just by bus.

Jim Bendat, an expert on inaugural history, said significant protests surrounding Inauguration Day go back at least to 1913, when suffragettes marched down Pennsylvania Avenue.

Richard Nixon's first and second inaugurations drew memorable protests, he said, with demonstrators at the second inauguration angry about the Vietnam War. During President George W. Bush's 2001 inauguration, demonstrators along the parade route turned their backs as the president passed by and others held signs like "Hail to the thief," suggesting Bush had stolen the election from Democrat Al Gore. At least one egg thrown from the crowd hit the presidential limousine. In 2005, demonstrators disrupted Bush's inaugural address.

Bendat said it's to be expected that after such a contentious election, demonstrators will come to Washington to express their opinions.

"That's part of democracy, too," he said.

NEW YORK — For years, the Washington National Cathedral, an Episcopal parish with a dual role as a civic gathering place, has hosted a prayer service for the newly sworn-in president. But keeping the tradition this year has caused an uproar among Episcopalians opposed to President-elect Donald Trump.

It's the latest example of the backlash against religious leaders, artists, celebrities and other participants in events surrounding the inaugural.

The cathedral for the largely liberal denomination will host an interfaith prayer service on Saturday, the day after Trump takes office. Bishop Mariann Budde of the Episcopal Diocese of Washington wrote in a blog post that while she shared "a sense of outrage at some of the president-elect's words and actions," she felt an obligation to welcome all people without qualification, especially those who disagree and need to find a way to work together. That role "requires a willingness to put ourselves in places that make us uncomfortable," Budde wrote.

Episcopalians critical of the decision were also upset to learn that the cathedral choir, drawn in part from local Episcopal schools, would sing at the inauguration before the ceremony started, and that the interfaith service the next day would not include a sermon. They saw a missed opportunity to speak out against Trump's proposed temporary ban on Muslim immigrants and other policies, his calling Mexicans rapists and his remarks about grabbing women's genitals. Organizers for past services have said the presidential inaugural committees have chosen the preacher, and Trump chose not to have one this year.

Budde said most Episcopalians who have contacted her about the service "are dismayed, disappointed and angry."

The Very Rev. Randolph Hollerith, the cathedral dean, defended the decision to participate in the ceremonies. "Our willingness to pray and sing with everyone today does not mean we won't join with others in protest tomorrow," he said in a statement.

The emotional dispute within the church mirrors the broader fight about the morality of taking part in inaugural events this year, which has stretched across the Mormon Tabernacle Choir, a Bruce Springsteen cover band, the Radio City Rockettes and the marching band of historically black Talladega College in Alabama. Groups participating in inauguration events have said they viewed their role in part as serving the country and supporting democracy, not giving an endorsement.

Broadway star Jennifer Holliday, who backed out as a performer following protests from her gay and black fans, said she was pained by the reaction. "How could I have this much hate spewing at me, and I haven't even done anything? I guess it's not like those old days when political views were your own and you had freedom of speech," she said. "We live in a different time now and a decision to go and do something for America is not so clear-cut anymore."

Some clergy invited to offer prayers at Friday's swearing-in have also faced criticism. New York Cardinal Timothy Dolan, who will read from Scripture at the inaugural, said he told critics he had a "sacred responsibility" to participate. "Had Mrs. Clinton won and invited me I would have gone too. It's not the person. It's the office, right?" Dolan said on Sirius XM's Catholic Channel last week.

Rabbi Marvin Hier, founder of the Simon Wiesenthal Center in Los Angeles, who will offer a prayer near the end of Friday's program, said "I believe that all of us should pray for his great success, because his great success means our great success."

But critics contend Trump will be a president unlike any other, because of his policies and vulgarity, so traditions surrounding his inauguration should not hold. The Rev. Gary Hall, who retired in 2015 as dean of the National Cathedral, noted that the church was envisioned as a Westminster Abbey for the US It has long been the site of national events, hosting inaugural interfaith prayer services, presidential funerals and national prayers of mourning, including a ceremony with evangelist Billy Graham three days after the Sept. 11 attacks. But Trump's "xenophobia and misogyny," among other behavior and proposed policies, have been "outside the bounds of all mainstream norms" and the church should not appear to bless him, Hall wrote.

"We cannot use the words, symbols, and images of our faith to provide a religious gloss to an autocrat," Hall wrote.

The head of the Episcopal Church, Presiding Bishop Michael Curry, responded to the controversy over the cathedral with a statement urging all to pray for Trump and all civic leaders.

"Prayer is not a simplistic cheer or declaration of support," he wrote, but can also "ask God to intervene and change the course of history, to change someone's mind or his or her heart."

MAGUINDANAO, Philippines -- After living the life of a rebel for 22 years, Khalil Nunting is now pursuing a new path in life - that is to earn an education for personal advancement and to earn money for his family of five.
 
Nunting, now 44 years old, is one of 70 members of the Moro Islamic Liberation Front who graduated from the Alternative Learning System that the government extended to former rebels.
 
Nunting, who finished the ALS Basic Education Training Module, said he wants to pursue a higher degree of education for his family.
 
“I would like to become a mobile phone repairman to earn an income for my wife, three daughters and one boy,” he told reporters this week during a side interview for the realization of the Camps program in Barangay Tugaig here.
 
The Camps program supports the normalization process and the 2014 Comprehensive Agreement on the Bangsamoro by expanding socioeconomic assistance to communities in the six acknowledged MILF camps: Camp Abubakar as-Siddique, Camp Badre, and Camp Omar ibn al-Khattab in Maguindanao; Camp Rajamuda in North Cotabato; Camp Bilal in Lanao del Norte; and Camp Busrah Somiorang in Lanao del Sur.
 
Another graduate, Ramla Macao, 52, wife of a former MILF rebel, said she is proud of her accomplishment and also wants to pursue further studies.
 
Macao graduated from the ALS program with her two daughters.
 
“I am really very happy. I have not tasted education in the past,” a teary-eyed Macao said.
 
Matthew Stephens, Mindanao Trust Fund (MTF) task team leader, said he would look into the prospect of coming up with advanced vocational courses for the ALS graduates by March this year.
 
The MTF, a multi-donor grant facility, financed the three-part program for the former rebels with a budget of P3.5 million.
 
Apart from the ALS program, the MTF assistance package also included the distribution of 120 heads of cattle to MILF widows and 10 water tap stands in various parts of this former rebel camp.
 
The MTF, established in 2005, has been working to consolidate international development assistance for the socioeconomic recovery of conflict-affected communities in Mindanao.
 
The Community and Family Services International (CSFI), a humanitarian organization committed to peace and social development, is the implementing arm of MTS programs in Mindanao.
 
Government of the Philippines Peace Panel Chair for the Bangsamoro Irene Santiago, who was special guest at the activity here, expressed confidence that the MTS-CSFI programs in the area would further produce positive response to the local communities.
 
“Do not lose hope because in hope we could attain peace,” she said.
