MANILA, Philippines — Philippine National Police (PNP) chief Ronald “Bato” Dela Rosa presented controversial driver and bodyguard Ronnie Dayan at Camp Crame on Tuesday following his arrest in La Union this morning.

An obviously emaciated Dayan was wearing a white shirt over a bulletproof vest which Dela Rosa described as safe and unharmed.

“Buhay na buhay, poging-pogi walang problema may arthritis lang,” Dela Rosa said and boasted that they don’t need to handcuff Dayan due to his weakness after hiding from different places.

The PNP chief said that the joint forces of the La Union Provincial Police Office and Pangasinan Provincial Police Office captured Dayan in the hinterland of the municipality of San Gabriel.

Dela Rosa said Dayan will be a “friendly witness” in the congressional hearing which he snubbed, prompting the House to issue an arrest warrant.

“He is willing to tell all. Lahat ng alam niya lahat ng tatanong sa Kongreso sasagutin niya base lamang sa katotohanan,” he said. "Buhay na buhay ah, hindi mamamatay 'yan."

Dayan said that he was tired of hiding that he opted to be arrested.

“Nahirapan din sila sakin, masukal ‘yung bundok, kaso sumuko na ako sa bukid dahil hindi na talaga ako makatakbo,” Dayan said.

Dayan went into hiding after President Rodrigo Duterte tagged him as bagman of Sen. Leila de Lima in their connivance with high-profile inmates who run the illegal drug trade inside the New Bilibid Prison.

De Lima admitted in a television interview that she had an affair with Dayan for years but denied allegations of illegal drugs. The high-profile inmates, however, testified before a House inquiry against De Lima and Dayan.

Dayan will possibly be detained at the second floor of the House Legislative Security Bureau inside the Batasan Pambansa in Quezon City.

House Majority leader and Ilocos Norte Rep. Rudy Farinas said that Dayan must be presented to House Speaker Pantaleon Alvarez who issued the arrest warrant. Dayan is also expected to testify on another investigation by the committee on justice.

Dayan is being eyed as a strong witness against De Lima.

The arrest of Dayan came after the group Volunteers Against Crime and Corruption raised a P1 million bounty to catch him.
