MANILA, Philippines — President Rodrigo Duterte on Tuesday said the most vicious criminals in the country are former police or members of the military.
Duterte said police officers or members of the military tend to become criminals after they retire or get dismissed from office. He said this while warning that the 228 alleged erring cops presented to him at Malacañan must be monitored one they leave the Philippine National Police (PNP).
“’Yung na-dismiss [na pulis] ‘yun ang mga sindikato kasi may alam kayo, kayo ang pinaka-delikadong criminal pag naalis ang pulis,” Duterte said citing that cops already know the whereabouts and contacts of people engaged in illegal acts.
“It has been the sad experience of this country that most vicious criminals are karamihan ex-police, ex-military man,” he said.
The president said the public should not be surprised by allegations that police are involved in corruption because they have ambitions to become rich. He scolded them for preying on small fish and extorting money from innocent people whom they, later on, kill or charge for nothing.
“Alam ko ang sahod ninyo maliit, kaya ako naghanap ng pera at inuna kayo by the end of this year doblado ng sweldo niyo tapos ganyan,” Duterte said.
Duterte compared the lifestyle of policemen in Davao City, where he used to be the mayor, to those in Manila. He said Davao City cops have no vices and are not abusive.
In his curse-laden speech, Duterte also warned the alleged erring cops to behave when they retire or get dismissed from office as he plans to create a battalion composed of the Army, Navy, Air Force and PNP to keep track of their movements.
He dared them to duel with him after his presidency in case the cops are angry at his orders and disciplining tactics.
“Galit kayo sakin? Hintayin ninyo matapos pagka-presidente ko magbarilan tayo,” he said.
